At Refresh, we understand that good hygiene is essential for a child’s health and self-esteem. Our mission is to ensure that every child in our community has access to basic personal hygiene items. We count on the community’s support to fulfill this mission. Behind Every Refresh Pack: The Dedicated Leaders Committed to Empowering Frisco’s Children

Elizabeth Watkins

President and Founder

Refresh Founder Elizabeth Watkins has called North Texas home for the last 16 years. Touched by the need she saw through her volunteer work on PTA boards and at a local food pantry, she set out to ensure that every child in the community has access to personal hygiene items. In May 2019, Elizabeth founded local nonprofit Refresh Frisco, which provides quarterly, customized hygiene packs to children in need in her community. Refresh expanded to include the Little Elm school district in 2021 and Denton Braswell High School in 2023. In just 4 short years, Refresh has become an organization that over 1550 students rely on to help keep them feeling clean and confident. 

Elizabeth holds a BS in Accounting from NAU and an MBA from Gonzaga University. Elizabeth was recognized as the Texas Governor’s Volunteer of the Year Award Winner in April 2023 at the Governor’s Mansion in Austin, TX.  Elizabeth is an Ambassador for the Frisco Chamber of Commerce engaging and advocating for the business community.

Refresh was named Best of Frisco and Best of Little Elm by Star Local Media’s Readers’ Choice Awards in 2022. Refresh was also named Best in Business by Frisco Style Magazine in 2021.

Kristin Cagle

Executive Director

Kristin and her husband Dave have lived in Frisco since 2005 and their twins attended Frisco schools from Kindergarten to 12th grade. Kristin immediately got involved in PTA, serving on three different boards in elementary, middle and high school. She also served on the Reedy HS Booster Club board, was a member of the National Charity League and was a driver for Frisco Fastpacs. Throughout the years, helping children and teens in the local community has emerged as her true passion. She loves serving at Refresh and making an impact on the lives of kids in North Texas. In her free time she loves reading, spending time in Colorado, cheering on her daughter’s University of Montana volleyball team and visiting her son at college in the Boston area.

Stephanie Cockrill

Operations / Campus Liaison

 Stephanie is a University of Oklahoma graduate with a BBA in Management Information Systems. After working for several large corporations throughout her career, she shifted her focus to kids once she started a family of her own. During her 20+ years living in Frisco, she has been an FISD substitute teacher, an officer on five Frisco PTA boards, and a recipient of the PTA Lifetime Achievement Award. Through her volunteer work with schools and students, she has seen the need for programs to support children in our community and developed a passion for bettering the lives of children. Stephanie has been a part of Refresh since its inception in 2019 and feels blessed to be a part of this amazing organization and its ever-growing impact on the children in Frisco and our surrounding communities! 

Anja Newbury

Operations / Inventory Management

Originally from Heidelberg, Germany, Anja moved to Frisco in 2007. What was planned as a two-year relocation turned into a new home for the Newbury family and she loves giving back to the community that has welcomed her so open-heartedly! Anja has served on three different PTA boards and is also an active member of National Charity League. A graduate of the Universität Mannheim, she is excited to share her marketing skills with Refresh Frisco.

Colleen Dachowicz


Colleen has volunteered with organizations focused on child advocacy for the past 15 years. Her passion started when working as a tutor at the Literacy Council of Tyler, TX, where she had the joy of working with underserved children who taught her what true resiliency looks like. She has served for over 10 years in PTA leadership board positions, including at the district level in the areas of treasurer, leadership development, and her current role in training. Colleen also currently serves at the state level as a Field Service Representative for TX PTA and on their leadership development committee.

Before devoting her time to child advocacy initiatives, Colleen held several management positions at leading consumer packaged goods companies, including Kraft Foods and Nabisco, where she focused on new product development and marketing. Colleen is honored to serve alongside such an incredible team of servant leaders.

Christy Brown


Christy enjoys volunteering to make a difference in the community. She has a Business degree with an emphasis in Fashion Marketing from the University of North Texas. She has been involved with many nonprofit organizations and has actively volunteered for the past ten years on PTA boards in Frisco. Christy currently serves as the Secretary for the Reedy High School PTSA board. She is involved with Boy Scout Troop 77 as a Merit badge counselor and troop merit badge coordinator. She is also a National Officer for Zeta Tau Alpha. Christy is passionate about helping FISD students in our community get the resources that they need to better their lives and she can’t wait to see how Refresh Frisco can do that!

Angie Corley


Angie joins our board as our communications liaison.  She has lived in Frisco for 25 years. She works in the corporate world as well as spending many years volunteering with PTA and Booster Club boards. She loves her family and her friends. She is high energy and has a can-do attitude. She is excited to join Refresh Frisco and looks forward to helping this organization continue to grow and help more families. 

Brian Davis


Brian currently serves as the Director of Marketing and Event Sponsorships at the Frisco Chamber of Commerce. With extensive experience in marketing and business development, he brings a deep passion for technology and innovation to enhance the Frisco business community.
Since joining the Chamber in 2019, Brian has worked to foster connections between local businesses, nonprofits, and community groups, assisting them in finding innovative ways to collaborate. He encourages businesses to get involved in community initiatives that make Frisco an even better place to live, work, and play.
In his new role as a board member with Refresh, Brian looks forward to leveraging his expertise in marketing, partnerships, and especially technology and innovation to further the organization’s mission of ensuring that no child in our community lacks access to basic personal hygiene items, supporting their health and self-esteem.

Carrie Ermence

Advisory Council Member

Carrie is the founder and owner of Frisco-based, Texas apparel and gift company, Lone Star Roots. Carrie, a former Frisco elementary teacher, started Lone Star Roots in 2020. She uses her platform for not only creating, sourcing & collaborating made in Texas products, but also  for giving back. The heart in Lone Star Roots logo is not just about her love of Texas but a gentle nod to to her late Father Ed and a reminder that you can turn grief into something beautiful. 

When she’s not running her small business you can find her active in her community as Co-Chair on Frisco Chamber Of Commerce Women Enhancing Business board, Frisco Chamber Ambassador Team Lead, Community Involvement volunteer for Frisco Women’s League and now Board Member of Refresh. 

Dominic Parks Jr.

Advisory Council Member

Hi I’m Dominic Parks Jr, founder and manager of ChefNIC and Co. I reside in Frisco TX with my wife and daughter. I have a passion for cooking and serving delicious meals to family, friends, and clients. I have a calling to lead a strong team of people in this company and I aspire to aid them to grow as well as for me to learn from them. I believe food and service is an amazing way to create lifelong memories, so I give my all to do so for the people I serve personally and in the business. I studied Hospitality and restaurant management at the University of Arkansas and culinary science at The Art Institute of Dallas. 

Our company name came from my first name Dominic I created “ChefNIC” from the last 3 letters of my first name. N.I.C. which has a meaning behind it and houses the core of our mission statement (Nutrition. Inspiration. Creativity.) We are based out of Frisco TX, and we love our community. When we can we provide meals to a few nonprofits in the area as well as our local fire and police department.

I have been blessed to serve a wide arrange of people all across the USA from weddings, private dinners, festivals and more as well as a few celebrity clients. I live by a saying everyday “Hope X Faith X Prayer = Love”.

Sandy Tutwiler

Advisory Council Member

Sandy Tutwiler is the owner of Tutor Doctor of Frisco & McKinney.  Her love for children fuels her passion to help them achieve their best academically, physically, and emotionally.  She seeks out ways to stay active in her community. Sandy served as the Vice President of Development for the Little Elm Education Foundation from 2021 through 2023.  She serves as the Children’s Ministry Coordinator at Stonebridge United Methodist Church, and is also an active member of Little Elm, Frisco, and McKinney Chambers of Commerce, and serves as an ambassador for the Frisco and Little Elm Chambers.  Sandy is an example of how continuous development of her business skills helps her stay positive and grow her business through her membership with Women Enhancing Business, the women’s league at the Frisco Chamber of Commerce.  

Ms. Tutwiler obtained her bachelor’s degree in communications and a minor in Latin American Studies from the University of Denver in Denver, Colorado. After 25 years, she retired from AT&T where she led successful teams through major projects and strategic initiatives.  Sandy is married to her best friend, Travis. They love to spend their spare time serving their church community, tasting wine, listening to live music, spoiling their grandbaby, playing with their dogs, and cheering on the local sports teams. 


Carrolee Moore

Advisory Council Member

Carrolee  is a branding and marketing expert with over a decade of experience helping corporations, higher education institutions, and now SMEs craft and leverage their unique brand stories online using digital marketing. With experience in project management, sales and communications, this reformed Jill-of-all-trade’s superpower lies in helping businesses lean into their unique value propositions to create unforgettable digital content marketing campaigns. She previously worked as Director of Partnerships at the Alliance for Business Leadership and served on the Boston SPARK Council, a commission selected by the Mayor of Boston to represent and engage young professionals in civic life. We’re excited to have Carrolee as part of our advisory council.
